Connection speed control setting

Daniel Miller
Is there a setting that would adjust allowed connection frequency? So if
an account is compromised, and a bot starts sending junk emails as fast
as possible - this would be detected early and clamped?

Doing a search I come across LocalFrequencyInt and
LocalFrequencyNumRcpt.  Are there recommended values for these?
